Open Question: Where to complaint fake internet business offers in India?

I came across a website of Tamilnadu based Online Data Entry Company and consulted with some of my friends and relatives about the company. As per their advice, I have taken a project to work from home by paying Rs. 1400. I also got the project and submitted the same in time. But, even after 2 months, I never got the payment and also the Manager is not attending the call I make to his mobile. I called up the landline number and enquired about the payment and next project, but, not getting proper response. Pls. let me know where to file complaint against these kinds of Fake Companies?
